Milwaukee's Applications for Competitive Grants

What are the opportunities for Milwaukee City government to get additional stimulus money through competitive grants?

Billions of dollars of stimulus funds will be awarded through competitions run by a long list of federal government agencies. Each of these competitions seeks local proposals that advance specific federal goals. Proposals will have to follow very detailed program, outcome and fiscal requirements, including specific spending deadlines.

In some cases, competitive grant applications submitted to federal agencies in the past 12 months, before ARRA was passed by Congress, are being funded with stimulus money. Milwaukee has received one such grant. Last year, the Health Department had applied for a HUD Healthy Homes Grant for lead elimination, lead inspections, and asthma prevention. Stimulus funds totaling $874,000 have already been awarded to Milwaukee.

City department heads are combing through federal Notices of Funding Availability as they are issued by federal agencies, to determine which competitive grant programs are a good fit for City priorities. Programs from the following departments are being evaluated.

• HUD Neighborhood Stabilization Program - $2 billion.
• DOJ Community Oriented Policing Services - $1 billion. 
• DOJ Byrne Competitive Grants - $225 million.
• DOJ-Office of Violence Against Women - $225 million 
• DOE Energy Efficiency Grants - $6 billion.
• Commerce Economic Development Assistance Grants - $150 million. 
• Commerce Economic Development Assistant (Brownfields) - $100 million. 
• Environment Protection Agency (Brownfields Job Training) - $5 million
• DHHS Prevention and Wellness/Immunizations - $300 million
• HUD Lead Paint/Healthy Homes - $100 million
• NIH Common Fund - $7.4 billion
• DOT Supplemental Discretionary Grants for National Surface Transportation System -- $1.5 billion
• DOL Grants for Training in High Growth Occupations - $150 million
• DHHS Health Information Technology - $2 billion
• OHS Port Security - $150 million
• Commerce Advanced Broadband Grants - $4.3 billion
• DOE Clean Diesel and Alternative Fuel Grants - $300 million
• EPA Clean Water Revolving Fund - $4 billion (state portion $107 million)
