Billions of dollars of stimulus funds will be awarded through competitions run by a long list of federal government agencies. Each of these competitions seeks local proposals that advance specific federal goals. Proposals will have to follow very detailed program, outcome and fiscal requirements, including specific spending deadlines.
In some cases, competitive grant applications submitted to federal agencies in the past 12 months, before ARRA was passed by Congress, are being funded with stimulus money. Milwaukee has received one such grant. Last year, the Health Department had applied for a HUD Healthy Homes Grant for lead elimination, lead inspections, and asthma prevention. Stimulus funds totaling $874,000 have already been awarded to Milwaukee.
City department heads are combing through federal Notices of Funding Availability as they are issued by federal agencies, to determine which competitive grant programs are a good fit for City priorities. Programs from the following departments are being evaluated.
