Judges and Staff Biographies 

Judge Derek C. Mosley Judge Derek C. Mosley was appointed by the Milwaukee Common Council to fill the vacancy in Branch 2 starting on August 1, 2002. From 1995 until his appointment to the bench, he served as an Assistant District Attorney for Milwaukee County, where he represented the State of Wisconsin in over 1,000 criminal prosecutions. These cases included felonies, misdemeanors, traffic cases and juvenile delinquencies. Judge Mosley received his J.D. from Marquette University Law School. He is serving as the current Presiding Judge, appointed in August 2004. His community activities include sitting on the Board of Directors of a number of non-profit organizations, serving on the State Bar of Wisconsin's Public Trust & Confidence Committee, Public Image Committee and the Minority Recruitment Committee.
 
Judge Valarie A. HillJudge Valarie A. Hill was elected in the April 2004 Spring Election to Branch 1 of the Municipal Court. From 1998 until her election to the bench, she served as a Milwaukee County Judicial Court Commissioner, where she presided over thousands of misdemeanor, felony, traffic, juvenile and small claims cases. Previously, Judge Hill served as a Deputy First Assistant, Senior Assistant and Assistant State Public Defender in the Milwaukee Trial Office where she was a member of the management team and handled thousands of criminal and administrative matters for indigent defendants. Judge Hill graduated from The Ohio State University and the University of Akron School of Law where she received the Black Law Student Association Highest GPA Award. She is active in numerous community-based organizations and is a member of the Wisconsin, Milwaukee and National Bar Associations as well as the National Association of Women Judges.
 
Judge Phillip M. ChavezJudge Phillip M. Chavez was elected in the April 2007 Spring Election to Branch 3 of the Municipal Court.  From 2002 until his election on the bench, he served as a substitute judge in all three branches of the Milwaukee Municipal Court where he presided over thousands of cases. Previously, Judge Chavez served as Municipal Judge for the Village of Mount Horeb in Dane County, Wisconsin where he was elected twice (2002, 2004) for two-year terms. Judge Chavez earned his B.A. from the University of Wisconsin, lettering in football as a member of the 1994 Rose Bowl team, and his J.D. from the University of Wisconsin Law School. He is active in numerous community organizations, coaches high school football and is a certified substitute teacher for grades K-12.
 
Herman John Herman B. John was appointed a Municipal Court Commissioner in May, 1998. Previously, he served as an assistant, then as a deputy, district attorney for Milwaukee County. His career has also included service as an administrator for the Milwaukee County court system and as a management and budget analyst for both the City and the County of Milwaukee. He has been a member of several special committees and task forces, including gubernatorial and mayoral, focusing on matters of criminal justice and the law. He recently coordinated a major study of the Milwaukee County court system, where he also serves as a commissioner for the Circuit Court. He is a veteran of World War II. He attended Yale University, the University of Minnesota, Reed College and Deep Springs College. His BA is from the University of Wisconsin - Madison and his law degree from Marquette University. He has been active in a number of community organizations and was president of Research Clearinghouse of Metropolitan Milwaukee and of the Milwaukee chapter of the American Society for Public Administration, which in 1991 named him "Public Administrator of the Year." He is a member of the Milwaukee and Wisconsin Bar Associations.
 
Lynn Hackbarth was appointed a Municipal Court Commissioner in July, 2003.
 
Kristela Cervera was appointed a Municipal Court Commissioner in October, 2006.
 
Kristine M. HinrichsKristine M. Hinrichs was appointed Chief Court Administrator of the Municipal Court in November, 2001. Ms. Hinrichs most recently served as a Budget and Fiscal Policy Specialist for the Milwaukee Public Schools. Previously, she served as Director of Finance and Administration for the Milwaukee Metropolitan Sewerage District and as Acting Deputy Director of the Department of Administration for the City of Milwaukee. She has also served as Village Administrator for Hales Corners and Thiensville. Ms. Hinrichs holds a Master's Degree in Urban and Regional Studies and Public Management.
 
Clarice Hall MooreClarice Hall-Moore has been serving as the Assistant Court Administrator since April, 2002. Ms. Hall-Moore has worked for the City of Milwaukee since September of 1979, and most recently served as the Women, Infants, and Children (WIC) Program Director. Ms. Hall-Moore holds a Bachelor's Degree in Business and Management from Alverno College and a Master's Degree in Business Administration from Cardinal Stritch University. She is an adjunct faculty member of Cardinal Stritch University.
 
Elaine AllenElaine Allen, a native of Milwaukee, has been the Court Accountant since May, 1979. Her prior experience includes research and development, data processing/computer programming, marketing/sales, and cost accounting. Ms. Allen holds a B.S. in Business Administration from Marquette University.
 
Jane Tabaska has been with the Municipal Court since November 1995 and has served as the Court's Network Manager since May 2006. Ms. Tabaska holds B.A. degrees in both Mathematics and Psychology from Marquette University. Her prior career experience includes work in the financial industry.
