Disparity Study Hearing Thursday, July 30, 2009 Beginning at 5:30 PM
Earlier this year, the City of Milwaukee with the assistance of the Milwaukee Metropolitan Sewerage District (MMSD) initiated a disparity study to determine if there is statistically significant disparity in the City of Milwaukee’s contracting policies and procedures as a result of the findings from a 2007 Emerging Business Enterprise (EBE) Evaluation Report that found an underutilization of EBE’s in certain types of contracts, particularly an underutilization of African American EBE’s on the City’s construction and goods and other service contracts compared to the availability of the businesses in the City’s market area. One of the recommendations of the study was to commission a disparity study to conduct a statistical analysis to determine if race-conscious remedies may be legally instituted. The primary focus of the 2009/2010 disparity study will be to determine if a statistically significant disparity exists between the number of minority-owned and women-owned business enterprises that were actually providing goods and services to the City of Milwaukee.

Wilson Consulting, LLC, the consultant that will conduct the study; City of Milwaukee; and the Milwaukee Metropolitan Sewerage District (MMSD) will be present to provide an overview of the purpose, scope and timeline of the study and respond to questions.
